In many MENA organisations, the question is no longer whether to use AI, but how to use it safely. Boards, regulators, and customers are asking for clear answers on data privacy, explainability, fairness, accountability, and ongoing monitoring.

Why AI Risk Is Now a Board-Level Topic

High-impact AI systems can affect access to credit, healthcare, employment, and public services. For MENA CTOs, managing AI risk is not just a technical challenge; it is a strategic governance responsibility that must be communicated clearly to executives and regulators. Boards increasingly expect a concise view of where AI is used, what could go wrong, and which controls are in place.

Three Core Risk Domains

This checklist groups AI risks into three domains: data privacy and residency, model explainability and accountability, and model drift and bias. Together, they cover most of the questions regulators, auditors, and boards will ask. Each domain has its own owners, processes, and tools, but they should be coordinated through a central AI governance function.

Building an AI Governance Office

As AI usage scales, ad-hoc committees are no longer enough. A dedicated AI Governance Office (or equivalent structure) can define policies, manage an AI risk register, run model reviews, and ensure that high-risk systems go through a structured approval process. The office does not have to be large, but it must have clear authority and executive sponsorship.

Clarifying Roles and Responsibilities

Effective AI risk management depends on clear ownership. Data owners, model owners, product owners, compliance, and IT security all play distinct roles. Many organisations adopt a RACI model to define who is responsible, accountable, consulted, and informed at each stage of the AI lifecycle—from data collection and model design to deployment, monitoring, and retirement.

Tooling, Documentation, and Process

Spreadsheets and emails cannot scale AI governance. MENA enterprises are increasingly adopting model registries, experiment trackers, data catalogues, and policy-as-code frameworks. These tools help automate parts of the checklist: for example, automatically logging which datasets were used for training, which tests were run, or when a model’s performance dropped below an agreed threshold.

From One-Off Projects to a Maturity Model

Most organisations move through stages: from scattered experiments, to centrally reviewed high-risk models, to a mature state where AI governance is embedded into SDLC and procurement processes. A simple maturity model with 3–4 levels can help communicate progress to leadership and prioritise next investments in people, processes, and platforms.

Ensuring that training and inference data is protected and stored in line with local regulations and enterprise policies.

  • Have you mapped where all AI training and inference data physically resides (country, cloud, data centre)?
  • Do you enforce data residency requirements for sensitive or citizen data as per local regulation?
  • Is sensitive data anonymised, tokenised, or pseudonymised before processing where possible?
  • Are there clear retention and deletion policies for AI-related datasets, logs, and backups?
  • Can you explain and document data flows to regulators and auditors if requested, including third-party processors?
  • Do contracts with vendors clearly specify data-usage limits, ownership, and deletion obligations?

Model Explainability & Accountability

Making sure that high-impact AI decisions can be explained to customers, auditors, and regulators.

  • Do you know which models are used in high-risk decisions (loans, healthcare, public benefits, hiring)?
  • Do you have model cards or documentation describing each model’s purpose, data, performance, and limitations?
  • Can you provide human-understandable explanations for key decisions when customers or regulators ask?
  • Do you use XAI techniques (such as feature importance, SHAP, or LIME) where appropriate and meaningful?
  • Is there a process for challenging and reviewing model-driven decisions, with clear escalation paths?
  • Are responsibilities for approving, updating, and retiring models defined and recorded in a registry?

Model Drift & Bias

Monitoring models over time to detect performance degradation and unfair treatment of groups.

  • Are production models monitored for performance, stability, and data drift using automated alerts?
  • Do you track fairness metrics across relevant demographic or segment slices, where legally and ethically appropriate?
  • Is there an automated or semi-automated retraining and redeployment process for degraded models?
  • Can you quickly roll back to a previous, known-good model version if issues or incidents appear?
  • Do you schedule regular bias and fairness reviews for high-impact models with cross-functional participation?
  • Are incident-response procedures defined for AI-related failures or harms, including communication to stakeholders?

AI Governance Capabilities

AI Policy & Standards

Documented principles, policies, and standards defining how AI should be developed, deployed, and monitored in the organisation. These documents give teams a clear, unified reference instead of relying on informal practices.

AI Risk Register

A structured log of AI use cases, associated risks, controls, and owners, maintained and updated over time. The register becomes the single place to answer the question: 'Where are we using AI, and what could go wrong?'.

Model Review & Approval

A formal process where high-risk models are assessed and approved by cross-functional stakeholders before going live. Reviews typically cover data quality, fairness, robustness, explainability, and compliance with policy.

Training & Awareness

Education programmes to ensure technical and business stakeholders understand AI risks and their responsibilities. This includes executive briefings, practitioner training, and awareness campaigns for non-technical staff.

Monitoring & Reporting

Dashboards, alerts, and periodic reports that track the health of AI systems, including performance, drift, incidents, and policy exceptions. These outputs help management and regulators gain confidence over time.
